It seems that all the bigger feds have an attractive and sparkly website before any one gets to there boards I am wondering does OW need this to get more talent in?

I think that websites are an added bonus but not needed. I always just hang around the forums myself anyways.

If anything, I think we need to find someone to make us a new forum layout. I just threw together the very basics as that's all I know. I would offer you the one given to me for LWA when it was open, but I don't know how to change everything that needs changing lol.
